Operational Structure under the Framework Act on International Development Cooperation

The Government of Korea’s ODA implementation framework is established under the Framework Act on International Development Cooperation. It consists of a three-tier structure comprising the coordinating and supervising body (the Office of the Prime Minister), the lead agency, and the implementing agencies. The overall operational system is divided into bilateral cooperation and multilateral cooperation.

Bilateral cooperation is further divided into grant aid and loan aid. Grant aid—including grant fund cooperation and technical cooperation—is implemented by the Korea International Cooperation Agency (KOICA), the ODA implementing agency under the Ministry of Foreign Affairs, in cooperation with relevant ministries, agencies, and local governments. Loan aid (Economic Development Cooperation Fund, EDCF) is implemented by the Export-Import Bank of Korea under the Ministry of Economy and Finance.

In the case of grant aid, grant fund cooperation projects are primarily managed by KOICA; however, technical cooperation projects are also shared and implemented by other government ministries and agencies.
