The Korean Study Group on the FTA Rules of Origin (“KSFTARO”) was established on September 1, 2021, and received approval for incorporation on December 12, 2022, from the Commissioner of the Korea Customs Service pursuant to Article 32 of the Civil Act and Article 4 of the “Regulations on the Establishment and Supervision of Non-Profit Corporations under the Ministry of Economy and Finance and Its Affiliated Agencies.”
At the time of its establishment, KSFTARO set forth the objective of forming a research organization centered on administrative and legal experts in the field of FTA rules of origin, with the aim of promoting academic and administrative development in this field. At the same time, through academic exchange among participating members, KSFTARO seeks to enhance individual members’ academic research achievements and professional expertise, and to provide export and import companies with specialized knowledge of FTA trade law and practice.
KSFTARO initially began with 19 founding members, including administrative experts, customs brokers, professional researchers, and university professors who shared an academic passion for the field of FTA rules of origin. Since then, 59 additional experts have joined as new members. Currently, a total of 78 members are actively engaged in research activities, and KSFTARO aspires to become a global customs and trade research organization.
The main activities of KSFTARO include exploring and discussing key issues arising in the fields of FTA rules of origin and HS classification, compiling the results into a research journal titled “Journal of Study on Rules of Origin & HS Classification,” and providing solutions or legal advisory services to address current international customs and trade issues faced by export and import companies.
Going forward, KSFTARO will further devote itself to research on legal systems in the fields of FTA rules of origin and HS classification, contributing to the advancement of customs administration. At the same time, it aims to establish theories in these fields that meet global academic standards and, ultimately, to contribute to the conduct of global business by export and import companies.
